It sounds like your roof is damaged and that the inspector determined it to be normal wear/tear, not hail. In which case there is no coverage but they can require you to replace your roof if you want to keep your policy. What type of roof do you have and how old is it?

Some carriers are filed for an Animal Liability exclusion endorsement; some aren't. My company is filed for it in some states but not others. I cannot imagine any carrier taking on that liability exposure since there is generally no additional premium to be gained from it. I believe your only option...
