NetQuotes is OK. I've noticed that the quality depends on where you're located at, you're markets, etc...
If I was running netquotes, are there things that I would change? Definitely. But at least it's pay-per-lead, so it makes it's better than shelling out a ton of money for up-front advertising.

I think that 50% the producer in your scenario is fair. After all, there was no marketing expense on the side of the agency.
