What's the significance of NCOIL? Doesn't the NAIC make model laws that most commissioners agree to?

I think Safety National is a big player for excess comp statutory limits. I thought most big companies had large deductible products - Chartis, CNA, Liberty, Travelers, Zurich, etc.

I agree with JAM. I would assume that there would be a rate filing to make prop 17 revenue neutral. I would expect that the new discount being given to the drivers switching insurers would get passed on to the new drivers with no prior coverage.
