Appalachian UW will write a B Contractor with a lapse of less than 6 months
through either National Liability & Fire or Mid-West Employers.
Other than that SCIF would be the only other option afaik.

Wouldn't BI just kick in since he was the passenger; therefore considered a 3rd party? Perhaps the driver's limits were too low. I believe FL requires $10k personal injury protection so that's nothing, especially if more than 1 person was injured.

You can try First Comp-Markel if they have less than 20k payroll. If over 20k Tower has some decent rates for 9008 new venture guys.
