Start-up Car Rental

Anyone have an ideal on who may provide coverage for a small start-up high end car rental comapny? Starting with 1 Ferrari but needs garage liability for the gap on PD and auto. Based in S.E.

Philadelphia will only consider 12 or more cars, thus not an option.
