There is probably a national association for this, ask your client if she belongs to it and to pursue it that way. You'll spend alot of time on this $1000 risk otherwise...

They declined because the risk is out of the home.

If an underwriter at The Hartford told you that home-based businesses are ineligible, that was incorrect. You should recontact your underwriter unless there was another reason it was declined.

I was surprised when he said it was declined for that reason.

They said this business was ineligible because of the home business exposure. I got the coverage today through another carrier.
