Sounds like you are trying write either stand alone work comp "PAYGO" business (pay as you go) or you would like to operate as an Administrative Service Organization (ASO).
Try Maxim Insurance Group (813) 689-5105. They have both an ASO and "PAYGO" program plus enough high risk markets to write accounts that are difficult to place.
