California Homeowners Insurance

Does anybody know anything about Homeland Insurance Compny of New York, supposedly part of One Beacon Insurance Group, who writes homeowners insurance on a non admitted basis in California?
From another party we have been advised that according to Best's rate guid, Homeland is not licensed in California, not even on a surplus lines
level. There coverage appears to be very limited!
Orange County office of One Beacon does not have a call or fax number!!!
