Tough Auto Placement

One of my Heavy Construction(Earthmoving) is being cancelled by Hartford for slow pay. I am trying to get Golden Eagle to write this as they were on it 2 years ago. Any ideas on who will entertain this? Some Heavy/Heavy vehicles, some Heavy vehicles. Losses are not bad. Any ideas would be appreciated. Does Public Works so need to be with a carrier that can provide all the normal bells and whistles.
