Bio-diesel Energy refinery

Looking for potential Energy/Pollution markets for a refinery that will be processing palm oil based feedstock into usable biodiesel. Production of 50-60M gallons per year. Markets approached include: AIG Energy, Chubb, ACE, AWAC.
