GC in California
YES! Scottsdale and Lexington (AIG) will entertain.
If the applicant is OK woth Claims made, Century Surety will also write GC's in California.
Don't suggest it but you could try one of the RRG's such as Nat'l Builders Assoc.

RRG's
Be careful going to RRG's!! Check with your E&O before you go that route as many E&O carriers do not allow placing with RRG's. Also if you place with RRG and later the contractor wants to come back into the
"insurance" market many carriers view RRGs as NO PRIOR COVERAGE.

GC's
You can place them with Navigators through Builder's and Tradesmen Insurance Services. They write new venture GC's. Low MP with an online rating program.
GL for contractors
Try Tapco Underwriters in Burlington NC. They write GL for GC's in Virginia and Maryland thru Western World, Lloyds, etc. They might do PA, not sure but you can ask. http://www.gotapco.com
