Ca agent needs a bond

I need to write a performance bond on an electrical contractor and my 2 commercial general agencies Insurance Noodle and Abram Interstate both won't write it. Need a suggestion as to where to go to write this mono-line bond. PS I do not want to join another general agency that will cost me $$$.. Any help would be appreciated. This has to be quoted today..

Why won't your usual suspects write this bond? Is there a performance issue?
