Investing Insurance Capital

I'm humbly asking if anyone has any advice on investing insurance capital accounts. Most of these accounts have state limitations(they are RRGs and captives). With the money markets tanked, owners are looking to me for ideas. I'd really like the opinion of someone else with such a task. I don't want to censure any great input anyone may have, but I'm not looking for a sales pitch (I get enough of those) but looking for any low-risk alternatives to money markets or Tbills. Muni's have had their own problems. Also, there are limitations on bond mutual funds as well as foreign investments. This a blatant "what're y'all doing?" kind of query.
