can an insured pay commercial and BOPS month to month or would they have to finance the yearly premium?

Depends on the carrier's premium payment options. Typically, yes, premium can be paid using a semi-annual, quarterly, or monthly payment mode. Some carriers have minimum premium requirements for other than annual payment.
