MA Attorney General Report on Managed Competition

I am sure that there will be several postings on this already, but I would like to start one to have some thoughtful conversation on the report that was recently published, one year after managed competition was instituted in the Massachusetts' Auto Insurance industry. Thoughts, observations, discussion?
One of the things that jumped out at me was the inference that one year, after 30 years of managed competition, was enough to adequately measure the results of the changes. Another strong point (and one that others across the country must dream about as well) is the recommendation that there be one website that provides accurate quotes for consumers for all companies that are available (a la Real Time rating?!!)
What else!?
