Degree in IRM or CPCU

Good Day!
I was bit confused from last few months, I had been working in an Insurance broking firm abroad (Outside U.S), now i was finally planing to move back to U.S and start my career in Insurance and Risk Management field somewhere in California or Washington State should I start of with an MBA or MS in Insurance and Risk Management concentration which is pretty costly like (CSU Fullerton MBA Program in Insurance or Risk Management) or should I find some odd job in U.S first and pass CPCU or ARM exams.
I already hold MBA in Marketing (Outside U.S) and M. A. In International Relations.

Suggestions, feedback and advices would be highly appreciated.
