Primary casualty and umbrella

I am researching market conditions between the second half of 1999 and the end of 2001, with focus on primary casualty and umbrella for
private passenger auto fleets.

My recollection is that rates were going up but capacity was available from a number of carriers. Is that correct?

Also, I am trying to identify the top 10 carriers for auto fleets during this period.

I would appreciate any information about this matter, including reference to publications, articles, etc.
