Drop-in Warming Center GL

Having trouble locating a GL insurer that provides assault/battery, sexual molestation for a supervised, city-funded warming shelter from Nov-March. Current E&S insurer has stripped away the very protection needed.
(Charity First can't do).
Any advice?
