E&O Insurance

I'm trying to add insurance services to the existing Financial services CO but having a huge problem obtaining an E&O insurance. In order to obtain an E&O insurance in my State, you need to have at least one year experience in the Agency. I have experience in Insurance CO but not in an Insurance agency. Is it really necessary to have an E&O insurance if I would only write basic auto and low-end home policies - at least the first year of my start-up agency???
