Contractor's Risk Policy Issue

In Construction/Erection risks policy, contractor can choose whether to
purchase material damage for their plant & equipment, my question is: if
the contractor does not purchase material damage coverage for their plants & equipment, can third party liability caused by their plant and equipment be also covered by the policy arranged by the project owner with contractor also as insured?
