Non standard flood insurance

I need a carrier that handles residentail non standard flood insurance for communities that do not partisipate in the National Flood Program.

If you find any carriers in the midwest, please post online. I would be very interested in contacting them. A number of counties here do not participate but are in designated flood plains.

I am interested in standard and non-standard.

Have you tried these websites: http://www.floodsmart.gov or http://www.fema.gov/nfip/infoa.htm
I was just in a flood class yesterday and these were the two websites they referred to.
