I was just made aware of a change in the rules for the MCCA surcharge on all automobiles insured in Michigan
The new rule is found in Michigan's commercial auto rules CA-GR-15 (9/08) The surcharge is now fully earned which will result in no return of any premium if the auto is cancelled mid term.
One of our carriers has already sent notice that this will take effect Sept 1st.
In light of Michigan's economy, this will be one more hit that the consumer will not appreciate.

I'm an agent in Michigan, and we have not heard anything from our carriers or anyone else regarding this. We are now starting to ask our carriers about it to make sure we stay informed. Thanks for the notice, SKIP.

The MCCA put out their annual Assessment Bulletin for the July 1, 2008 to June 30, 2009 fiscal period in March 2008. It only addressed teh change in assessment rates ($104.58 per written car year; $20.92 per written historic vehicle year; 33% percentage of the applicable commercial auto PIP written premium). It mentions nothing about this fee now being fully earned.
I checked the OFIS's website and there have been no bulletins issued about this change. Are you sure it's not just the carrier making this change?
