SUMMARY:

Under the direction of the Board of Directors, the Plan Manager is responsible for overall management and operation of the Mississippi Windstorm Underwriting Association (MWUA) and the Mississippi Residential Property Insurance Underwriting Association (MRPIUA) in accordance with the Articles of Association and Plan of Operation in compliance with applicable statutes for both organizations. This position is responsible for the protection of the organization's financial assets while ensuring compliance with board directives and applicable grantor, federal and state requirements. This position manages the operational and fiscal activities of the department. Plans and develops systems and procedures to improve the operating quality and efficiency of the department. This position works with the Mississippi Insurance Department to ensure open lines of communication. Supervises staff in accordance with company policies and procedures. Responsible for hiring, training, and coaching employees. This is a unique position in which the incumbent must be able to both lead the association and be fully hands on in the overall operations of the Plan.

PRIMARY RESPONSIBILITES:


  • Manage the overall operational, budgetary, and financial responsibilities and activities of the Associations in accordance with the Articles of Association and Plan of Operation in compliance with applicable statutes.

  • Directly manages subordinate managers, supervisors, employees, vendors, and contractors who report directly or indirectly. Carries out managerial responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Plan and implement systems that perform the work and fulfill the mission. and the goals of the MWUA and MRPIUA efficiently and effectively.

  • Assist in the development of current and long-term organizational goals and objectives as well as policies and procedures for MWUA and MRPIUA operations. Establish plans to achieve goals set by the Board of Directors and implement policies, subject to approval by the Board of Directors.

  • Plan and allocate resources to effectively staff and accomplish the work to meet Association productivity and quality goals.

  • Plan, evaluate, and improve the efficiency of business processes and procedures to enhance speed, quality, efficiency, and output.

  • Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with organization policies and procedures.

  • Establish and maintain relevant controls and feedback systems to monitor the operation of the Association.

  • Review performance data that includes financial, activity reports and spreadsheets, to monitor and measure productivity, goal achievement, and overall effectiveness.

  • Manage the preparation and maintenance of reports necessary to carry out the functions of the Association.

  • Prepares periodic reports for the Board, as necessary or requested, to track strategic goal accomplishment.

  • Communicate regularly with other leaders inside the organization and outside the organization.

  • Coordinate with MSRB leadership on shared resources levels.

  • Growing relationships and collaborating with various parties involved with MWUAs' and MRPIUA's programs.

  • Growing and executing strategies for the MWUA and MRPIUA.

  • Participating on behalf of the MWUA and MRPIUA before the Mississippi Insurance Department and various state and federal agencies.

  • Ensuring MWUAs' and MRPIUA's policies and positions are shared with government officials and appropriate parties.

  • Communicating governmental and other parties' communications and responses to the Board of Directors and outside counsel.

  • Monitor proposed legislation and regulatory proposals in conjunction with the General Counsel.

  • Attending events and meetings such as Regulatory meetings, Industry and Legislative events as needed.

  • Educating government officials about the MWUA and MRPIUA.

  • Perform other duties and responsibilities, as assigned.



KNOWLEDGE AND SKILL REQUIREMENTS:


  • Knowledge of the functions, operation, and mission of the specific department.

  • Excellent communication skills. (verbal and written)

  • Ensures that excellent customer service is a priority with all staff. Responds to requests for service and assistance in a timely and appropriate manner.

  • Outstanding interpersonal relationship building and employee coaching and development skills.

  • Management experience in a team-oriented workplace preferred.

  • Demonstrated ability to lead and develop staff members.

  • Demonstrated knowledge of basic economics, budgeting, and accounting principles and practices.

  • Demonstrated ability to serve as a knowledgeable resource to the organization's management team that provides leadership and direction.

  • Excellent computer skills in a Microsoft Windows environment. Must include knowledge of Excel.

  • Evidence of the ability to practice a high level of confidentiality.

  • Excellent organizational management skills.



EDUCATION AND EXPERIENCE REQUIREMENT:


  • Minimum of a bachelor's degree or equivalent in business or a departmentally related field.
    • Property and Casualty insurance education consisting of one or more of the following, preferred, but not required:

    • Chartered Property and Casualty Underwriter (CPCU), or active pursuit of designation.

    • Associate in Claims,

    • Associate in Underwriting.


  • A minimum of three years of responsible leadership experience in management or supervisory positions and working with board members.

  • Specialized training and experience in all lines of the residual insurance markets with at least 15 years of related risk insurance. A good understanding of the insurance industry including a broad understanding of underwriting, claims, reserving, pricing, and product development, and agency management.

  • At least 7 years' experience in association management and/or board level experience, government affairs/regulatory/legislative background; or a combination of other related P&C insurance experiences.

  • Strong experience with residual market risk management and methods to ensure coverage is available when insurance companies in the regular market reject coverage.

  • Functional working knowledge of the re-insurance markets and general investment practices.

  • Work requires willingness to work a flexible schedule.

  • The work requires extensive working hours during Hurricanes and Tropical storm events.


WORKING CONDITIONS:


  • Working conditions are normal for an office environment. Work may require occasional weekend and/or evening work.

  • A moderate amount of travel within the state to attend work related industry/marketing events.
