The Oregon Department of Consumer and Business Services Insurance Division adopted new insurance producer fingerprint rules on Dec. 9, 2008.
Rules OAR 836-072-0001 to 836-072-0045 were designed to protect consumers from producers with criminal convictions. Fingerprints must be submitted by applicants seeking an initial producer license. Producers renewing licenses only need to submit fingerprints if they are requested.
DCBS said it could request fingerprints if it is investigating potential violations of the Insurance Code or Oregon laws, it is taking enforcement action against a producer, or if the producer’s identity is in question. Fingerprints for non-residents seeking or renewing a license could be requested if DCBS questions the producer’s identity or suspects he or she has been convicted of a crime but hasn’t reported the conviction.
