Number of new captives insurers formed in Delaware last year, doubling the state’s total to 96 captives, according to state regulators. Steve Kinion, director of the state’s Captive Bureau, said the growth stemmed from a number of re-domestications from off-shore nations to Delaware, as well as the fact that only in Delaware can an entity form a series entity captive, which utilizes Delaware’s limited liability company or statutory trust acts to streamline corporate governance and other overhead costs. The growth generated a 28 percent increase in premium taxes from 2009 to 2010, regulators said.

Proposed new fine for driving without a license, registration or insurance card in New Jersey — provided a driver can prove he or she was legal at the time of the stop — under a new Senate bill filed this month. The bill reduces the maximum fine from $150, plus court costs. Sen. Kip Bateman, the Republican sponsoring the bill, says soccer moms running late to a game shouldn’t have to pay that much if they forget their licenses or documents.

The number of traffic deaths lasy year in New York City, which has one of the lowest traffic fatality rates in the rates in the nation. According to The New York Times, that period had the lowest numbers of traffic deaths since the city began keeping records about a century ago. The 269 deaths last year were a 5 percent drop from the prior year, when fatalities reached a record low. London, Paris and Tokyo have recorded even lower traffic fatality rates than New York City, the newspaper said.

Amount of damage caused by the 62 tornadoes that have struck Virginia over the last three years — killing 220 people. Safety officials are ramping up efforts to increase tornado preparedness, and have scheduled a statewide tornado drill for March 15. Nearly 500,000 people have registered online to participate in the drill.
