On May 12, a federal jury convicted El Paso physician Arthur C. Bieganowski on 10 felony counts including insurance fraud and conspiracy. The jury also awarded the government $11 million in criminal-forfeiture proceedings.
Bieganowski and eight of his employees and business associates were indicted in August 1998 on charges of operating a health care fraud scheme that bilked private insurers and the government of millions of dollars through upcoding and unbundling.
