The Chubb Corp. has made four executives appointments:

John J. Degnan has been named vice chairman and chief operating officer. Degnan, a former attorney general of New Jersey who joined Chubb nearly 18 years ago, was previously vice chairman and chief administrative officer.

Paul J. Krump has been named executive vice president and chief underwriting officer, responsible for Chubb Commercial Insurance, Chubb Personal Insurance, Chubb Specialty Insurance and Surety. Krump, who joined Chubb 25 years ago, previously headed Chubb Commercial Insurance.

Harold L. Morrison Jr., a 23-year Chubb veteran, has been named executive vice president and chief global field officer, in charge of the company’s U.S. and international field operations, comprised of 120 offices in 28 countries. Morrison was previously in charge of U.S. field operations.

Dino E. Robusto has been named executive vice president and chief administrative officer, in charge of claims, information technology, human resources, communications, administrative services and external affairs. Robusto joined Chubb 21 years ago and most recently headed the company’s worldwide claims operations.

South Carolina-based insurance brokerage and consulting firm, Rosenfeld Einstein, added Debby Jefferson as commercial account manager in the firm’s property/ casualty insurance group. Jefferson joins the firm with more than 25 years of professional experience at Liberty Mutual Group.

Houston-based HCC Insurance Holdings Inc. named Thomas G. Kaiser president of its Houston Casualty Co. and U.S. Specialty Insurance Co. subsidiaries. Kaiser will report to Houston Casualty and USSIC Chief Executive Officer Michael J. Schell.

Kaiser most recently served as executive vice president and president of the Marine, Energy and Aviation Special Risks Division of Arch Insurance Group. Prior to joining Arch in 2002, he spent more than 25 years working with Zurich, American International Group and Arkwright Mutual.

Tammy Teston has been named deputy chief financial officer for the Florida Department of Financial Services. Teston most recently served as the senior vice president and market director for Bank of America Investment Services in Sarasota. Teston will share in oversight of the Divisions of Consumer Services; Agent and Agencies; Funeral, Cemetery and Consumer Services; Rehabilitation and Liquidation; and the My Safe Florida Home program.

Florida-based Setnor Byer Insurance & Risk and its affiliate, The Human Equation, hired Keith Nicholson to serve as vice president of finance.

Nicholson brings 20 years of accounting experience to the firm. He will oversee accounting for the Plantation, Fla. office, as well as offices in Orlando and Atlanta.

Harleysville Insurance appointed Gilbert M. Benjamin regional president of its Southeast operation. He will oversee the underwriting, agency management and support functions throughout the region, which is headquartered in Atlanta, and includes the states of Alabama, Arkansas, Florida, Georgia, North Carolina, South Carolina and Tennessee.

Before joining Harleysville, Benjamin served as senior vice president at Wachovia Insurance Services. Prior to that, he was with Fireman’s Fund for seven years, most recently as senior vice president of the Southern states territory. Previously, he was vice president of St. Paul’s Southeast region, and he began his insurance career with Allstate in 1985.

Insurance Services Office Executive Vice President Scott G. Stephenson has been named chief operating officer for the company. In his new position, Stephenson will oversee ISO’s subsidiaries focused on decision analytics and its business development and enterprise data management units. He will also help develop ISO’s overall growth strategy.

Stephenson joined ISO in 2001 as head of ISO’s Intego Solutions, and in 2002 was promoted to executive vice president. Prior to joining ISO, Stephenson was an executive-in-residence with Silver Lake Partners, a private equity firm, and served as senior partner with The Boston Consulting Group, a consulting firm.
