Willis has appointed Jana Rucker director of marketing for Willis Commercial Network – North America, where she will lead promotional marketing, communications and industry relations activities. She joins Willis from Crump Insurance Services Inc., where she was vice president of marketing communications for seven years. Prior to Crump, she worked for 15 years in the telecommunications industry in various senior sales and marketing leadership roles with Sprint and AT&T.

Lockton has hired Marianne Halvorsen as vice president and producer. Halvorsen, who will be based in New York, previously served as a vice president and client advocate with Willis. She is also an instructor at St. John’s University.

New York-based Starr Indemnity & Liability Co. has named John Scully business development manager for Starr Accident & Health, Consumer Markets. He will develop all new opportunities and relationships for the Starr Accident & Health Consumer Profit Center, manage current strategic partner relationships and look to expand new programs with associations, banks, credit card companies and large loyalty programs. Scully previously served as vice president of business development of BryanMark, which provides private wealth transfer and business succession planning services to ultra-affluent individuals.

The Bruce Gendelman Insurance Co. has hired Linda Anderson as a commercial lines account advisor. She will focus on the agency’s Defense Base Act insurance program as well as its larger commercial lines accounts. Anderson – based in Virginia – was most recently a commercial sales executive with Brown & Brown, where she developed insurance programs for commercial clients and maintained relationships with commercial carriers. She began her insurance career with Brand, Dalley & Co.

The ISU Agency Network has named Tim Boyd as its Northeast regional vice president. He will be responsible or regional membership growth, developing relationships with regional carriers and promoting the existing carrier relationships. Boyd has been in the insurance industry for over 25 years in various management and production positions in reinsurance, wholesale and retail distribution and has also worked with carriers.

Liberty Mutual Group CEO Edmund F. Kelly is retiring from active management of the company. David H. Long will replace Kelly and will become president and CEO effective June 29. Kelly will continue to serve as chairman of Liberty’s board. Long has served in various leadership positions at Liberty Mutual over his 25-year career with the company. Most recently he was elected president in June 2010. Prior to that, he was president of Liberty International, a position he assumed in January of 2009.

Therese Goldsmith has been appointed as Maryland’s insurance commissioner. She most recently served as commissioner of the Public Service Commission of Maryland. She was previously a partner in the law firm Hogan & Hartson, where she served as part of the firm’s white collar litigation practice group. Before that, she was a lawyer with Venable, Baetjer and Howard. As commissioner, she will lead the Maryland Insurance Administration, which regulates Maryland’s insurance industry and ensures companies, health plans and producers comply with Maryland insurance law. Goldsmith replaces Acting Commissioner Beth Sammis who took over the Maryland Insurance Administration (MIA) in January 2010 following the departure of Commissioner Ralph Tyler.

Eric Cioppa will serve as acting superintendent of the Maine Bureau of Insurance, following the departure of Mila Kofman. Cioppa most recently served as deputy superintendent. He joined the Bureau of Insurance in 1988 as a statistician and served as the supervisor of the workers’ compensation section prior to becoming deputy in 1998.
