Starr Companies appointed Ed Navarro as head of international insurance operations. Navarro will drive Starr’s expansion for areas outside of the U.S. He’s been serving as global head of accident and health business and will continue to serve in that role until a successor is named. Navarro is a well-recognized executive in Latin America, Asia and in Europe. Starr Companies also appointed Bill Flatley as vice president, chief human resources officer. Previously, he was senior vice president and change leadership executive for Capital One Financial. He also served in executive roles at Citigroup, Deutsche Bank, Young and Rubicam and AIG.

TD Insurance is expanding in Long Island, New York, and appointed Peter Kane as vice president and regional market producer of commercial lines for the region. He will lead TD Insurance’s commercial sales effort throughout Long Island and metro New York City area. He worked as a commercial producer at B&B Coverage, and before that as a senior account executive in the middle-market commercial division during a 10-year stint at Liberty Mutual Insurance.

William Gallagher Associates promoted Paula Cabral, Karen Cangemi and Meredith McCabe to the position of senior vice president. The firm also promoted Brendan Glass to vice president. Cabral works in the firm’s P/C practice unit and specializes in the risks of the life sciences industry. Cangemi also works in the P/C practice unit. She joined the firm in 2005 and provides technical expertise. McCabe is in the firm’s employee benefits practice unit. She joined the firm in 1999 and works with large employers utilizing her expertise in compliance, cost-sharing strategies and plan design modification solutions. Glass is also from the P/C practice unit. He joined the firm five years ago to focus on developing relationships with new clients.

Conning Inc. apppointed Woody Bradford as the new chief executive officer, effective Jan. 2. Bradford succeeds Salvatore Correnti, who will continue to serve in an advisory capacity as vice chairman. Conning is an asset manager for the insurance industry, with almost $85 billion in assets under management. Bradford joined Conning in 2010. Previously, Bradford was an operating partner with Advent International, a private equity firm.

W. R. Berkley promoted William Rohde to the senior vice president position. Previously he was president of Acadia Insurance, W. R. Berkley’s regional operating unit in Maine. Rohde will assume oversight responsibilities for the regional operating units. The company appointed Douglas Nelson to succeed Rohde as new president of Acadia. Nelson joins Acadia with 25 years of experience in the P/C industry.

XL Group’s North America P/C unit hired Ken Riegler as president of its North America casualty group. Riegler comes from ACE USA where he was president of foreign casualty group and the North American multinational client group. Before joining ACE in 1999, Riegler held management positions with Reliance National and New Jersey Manufacturers Insurance Company. XL’s North America P/C unit also appointed Jay Lefkowitz to a newly created position of head of U.S. risk management. Lefkowitz will direct the group’s U.S. risk management team which provides auto liability, general liability and workers’ comp coverage. He comes from ACE Risk Management where he was president of national accounts.

CNA Financial appointed Charles O’Donnell as commercial underwriting officer for its Boston office. O’Donnell will add local underwriting leadership and technical underwriting capabilities to New England branch offices. He previously served as commercial underwriting officer for CNA’s Dallas branch office. He began his insurance career 25 years ago at The St. Paul Companies.

Alliant Insurance Services appointed Scott Ernst as New York-based vice president of T&H Brokers, a subsidiary. Ernst is a multi-line producer specializing in technology, communications/media, advanced materials and manufacturing, and life-sciences clients. Previously, he was senior vice president at Hilb Rogal & Hobbs. He was also a producer for a number of other insurance firms, including Chubb and Marsh.

AXIS Capital Holdings’ insurance segment appointed John Van Decker as N.J.-based executive vice president and head of North American professional lines. He will oversee AXIS Insurance’s professional lines underwriting units in the U.S. and Bermuda. He joins AXIS from Catlin U.S. where he led professional liability and management liability lines. Prior to joining Catlin in 2006, he was president of the professional liability division of Quanta U.S. Holdings. He also held management positions at CNA Pro and AIG’s National Union subsidiary.

Barclays Corporate appointed Karla Maloof as New York-based head of insurance for North America. She will lead the regional strategy for the insurance sector. She comes from HSBC in Bermuda, where she was head of global banking and a member of the senior management committee, focusing on commercial insurance and reinsurance sectors. Prior to joining HSBC in 2005, she was first vice president with Mellon Financial Corporation’s insurance banking group.
