Ohio-based State Auto Insurance Companies President, Chairman and CEO Bob Restrepo has been elected chair of the board of governors of the 1,000-member Property Casualty Insurers Association of America (PCI). Restrepo also previously served as chairman of the American Insurance Association

Gov. Rick Snyder selected Ann Flood to lead the Michigan Department of Insurance and Financial Services upon the appointment of current Commissioner Kevin Clinton as state treasurer.

Flood has been serving as chief deputy director of the DIFS. She previously was executive vice president and chief operating officer of American Physicians Capital Inc., and prior to that was senior vice president, corporate secretary and legal counsel of ProNational Insurance Co.

Flood is a member of the State Bar of Michigan and is a registered nurse.

Clinton replaces Andy Dillon as state treasurer.

Privately owned insurance brokerage firm, Hylant, appointed Matthew Dills as executive vice president of talent management. He is in charge of employee engagement, recruiting, education, benefits, compensation and organizational development and works at Hylant’s headquarters in Toledo, Ohio.

Dills comes to Hylant from Ohio-based First Solar Inc.

Kevin T. Westrope, president of Westrope, an independent wholesale brokerage based in Kansas City, Mo., has been elected to serve as the new president of the National Association of Professional Surplus Lines Offices (NAPSLO) for the 2013-2014 term. Westrope has served on the NAPSLO board of directors since 2007 and was elected to the Executive Committee in 2010.

The following also were elected as NAPSLO officers for one-year terms: Vice President Hank Haldeman, The Sullivan Group; Los Angeles; Secretary Gilbert C. Hine, Jr., McClelland & Hine Inc., San Antonio; and Treasurer David E. Leonard, RSUI Group Inc., Atlanta.

Elected to three-year terms on the board of directors were: Lana S. Parks, The Parks Group Inc., Arlington, Texas; Jacqueline M. Schaendorf, Insurance House Inc., Atlanta; Kevin T. Westrope, Westrope, Kansas City, Mo.; Carlton Maner, AXIS Insurance; Alpharetta, Ga.; and F. Marshall Turner, Maxum Indemnity Co.; Alpharetta, Ga.

The Missouri Department of Insurance announced that Julie Lederer has joined the department as property/casualty actuary.

Lederer will support the Divisions of Insurance Company Regulation and Insurance Market Regulation. The Notre Dame graduate previously served as a property/casualty actuarial consultant for Deloitte Consulting LLP in Chicago.

She is an associate of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

Dayton, Ohio-based national insurance provider and program administrator, Norman-Spencer Agency Inc., promoted Jason Norman to underwriting manager for Norman-Spencer’s proprietary concrete pumping program, Pumpro.

Norman has spent several years in the department developing relationships with both key production sources and Norman-Spencer program carrier partners.

The Pumpro program provides all lines of coverage with one carrier through a tailored program that includes the coverage and endorsements necessary to meet the contractual needs of concrete pumping companies.

Pumpro has been the only insurance program endorsed by the American Concrete Pumping Association (ACPA) for the last 25 years, according to the company.
