State Auto Insurance Companies President, Chairman and CEO Bob Restrepo has been elected chair of the board of governors of the 1,000-member Property Casualty Insurers Association of America (PCI).

Restrepo has previously served as chairman of the American Insurance Association.

Insurance Management Network (INSURICA) promoted Jeff Burton to branch manager of its Oklahoma City office.

Burton joined the Oklahoma City office of INSURICA in 2000. In addition to attaining insurance industry designations of Certified Property and Casualty Underwriter (CPCU), Certified Insurance Counselor (CIC), and Certified Risk Manager (CRM), he has attended the USF&G School of Insurance, Leadership Institute for Leaders as Change Agents, and Leadership Challenge.

Bailey Insurance & Risk Management Inc. in Waco, Texas, announced that John Pegram has joined its team of commercial insurance agents.

Pegram, a licensed attorney, practiced law in Dallas for six years prior to joining the Bailey agency.

Kevin T. Westrope, president of Westrope, an independent wholesale brokerage based in Kansas City, Mo., has been elected to serve as the new president of the National Association of Professional Surplus Lines Offices (NAPSLO) for the 2013-2014 term.

The following also were elected as NAPSLO officers for one-year terms: Vice President Hank Haldeman, The Sullivan Group; Los Angeles; Secretary Gilbert C. Hine, Jr., McClelland & Hine Inc., San Antonio; and Treasurer David E. Leonard, RSUI Group Inc., Atlanta.

Elected to three-year terms on the board of directors were: Lana S. Parks, The Parks Group Inc., Arlington, Texas; Jacqueline M. Schaendorf, Insurance House Inc., Atlanta; Kevin T. Westrope, Westrope, Kansas City, Mo.; Carlton Maner, AXIS Insurance, Alpharetta, Ga.; and F. Marshall Turner, Maxum Indemnity Co., Alpharetta, Ga.

All Risks Ltd. has hired Elizabeth Tanner and Drew Zadow. Both are based in Dallas.

As a brokerage underwriter, Tanner will handle a broad range of middle market property/casualty business with an emphasis on hospitality and products related accounts.

Zadow joins the team as an associate broker with a focus on construction and contractor related risks.

XL Group has expanded its operations in Dallas.

The U.S. Risk Management unit added Gabriel Martinez as casualty underwriting director. Martinez joins XL Group from Ironshore Insurance Services where he served as an assistant casualty manager.

Tom Fenner has been promoted to senior vice president and regional manager – central zone for the U.S. Risk Management business.

XL Group’s Global Distribution Network promoted Wayne Speeg to senior vice president and regional leader, from vice president and distribution leader.

Deborah Balthazar joined XL Group’s Excess Casualty team from AIG. Balthazar has more than 25 years of excess casualty, commercial umbrella and environmental insurance experience.

XL Group’s Property business added Julie Hoss as a senior property underwriter, who joins from Liberty Mutual and brings more than 15 years of property insurance experience.

Amy Rogers joins XL Group’s Environmental business with more than 15 years of underwriting experience, including servicing energy and environmental accounts for such companies as AIG, CNA and most recently Liberty Mutual.
