Holborn, an independent reinsurance broker based in New York City, has hired Stephanie Gould Rabin as senior vice president.

In this role, Gould Rabin will be responsible for working closely with the firm’s analytics and broker teams to develop customized client services and strategies.

Gould Rabin joins Holborn from Aspen Insurance, where she was senior vice president and head of Operations for U.S. Insurance.

The New York Compensation Insurance Rating Board (NYCIRB) announced that its Board of Governors has unanimously elected Jeremy Attie as NYCIRB’s next president after a recommendation from a Search Committee made up of five present and former members of the Board of Governors.

Attie will succeed current president Monte Almer who plans to retire effective June 30, 2016. Almer’s retirement plan was previously announced in August 2015.

Attie will join NYCIRB late February or early March and assume the role of president effective July 1, 2016.

Attie has served in the Office of the New York State Governor since 2012, most recently as assistant counsel to the Governor for Labor and Financial Services and, prior to that appointment, as assistant secretary for Civil Rights.

NYCIRB’s Board of Governors said it is grateful for the many contributions Almer has made over a distinguished 36-year career at NYCIRB and for the leadership Almer has provided during his 25 years as president for NYCIRB.

New York’s Governor Andrew Cuomo has announced the appointment of Matthew L. Levine as executive deputy superintendent for Enforcement in the New York Department of Financial Services (NYDFS).

Levine is a former federal prosecutor and trial lawyer with significant experience in matters involving the financial markets and health care fraud. He has also represented clients in private practice, most recently as the founding principal of his own law firm in New York City.

In addition, Richard A. Loconte has been appointed as executive deputy superintendent for Communications and Strategy at NYDFS. Since 2008, he was the deputy head of Government Affairs and associate general counsel at the American International Group.
