The Independent Insurance Agents and Brokers of New York (IIABNY) announced that president and CEO Richard Poppa will retire at the end of 2016 after leading the association for 20 years.

Poppa has served as IIABNY’s chief staff executive officer since 1996. Prior to that, he was chief operating officer for the Independent Insurance Agents Association of America; executive vice president of the Independent Insurance Agents of Indiana; and administrative vice president of the Independent Insurance Agents and Brokers of California.

The New York State Department of Financial Services (DFS) announced that Scott Fischer has been appointed executive deputy superintendent for Insurance. He will report to Maria Vullo, the acting superintendent of DFS.

Fischer, 44, will lead the Insurance Division of DFS, which supervises 1,700 insurers with assets exceeding $4.2 trillion.

Fischer most recently was the special deputy superintendent at the New York Liquidation Bureau, where he oversaw the liquidation proceedings of more than 25 domestic insurers.

The Insurance Division was previously led by Robert Easton, who left the department last year and is currently chief compliance officer at Marsh & McLennan Companies’ risk and insurance services segment.

DFS also announced that Laura E. Evangelista was named deputy superintendent for Insurance and will report to Fischer. Evangelista was most recently at Nausch, Hogan & Murray Inc., where she served as vice president and assistant general counsel.

The Independent Insurance Agents & Brokers of America has awarded Tom Minkler with the Woodworth Memorial Award, the highest honor the association bestows on one of its members.

Minkler is president of the Keene, New Hampshire-based Clark-Mortenson Agency, which recently became part of The Hilb Group in Richmond, Virginia. He is also a former Big “I” chairman.

Minkler is a past chairman of the Independent Insurance Agents and Brokers of New Hampshire, past New Hampshire director on the Big “I” Board of Directors and past president of the Massachusetts Association of Insurance Agents.
