Texas Commissioner of Insurance David Mattax has been elected secretary-treasurer of the National Association of Insurance Commissioners (NAIC), and Oklahoma Insurance Commissioner John D. Doak was elected vice chair of the group’s Midwest Zone.

Mattax has held several leadership positions with the NAIC since he was appointed commissioner 2015. He also serves on the executive committee for the International Association of Insurance Supervisors.

Before being appointed commissioner, Mattax spent 23 years at the Texas Attorney General’s Office and represented the Texas Department of Insurance in legal issues including receiverships, ERISA cases, rule-making and enforcement actions.

Doak will also represent the Midwest Zone on the NAIC’s Government Relations Leadership Council. In addition to his role as vice chair of the Midwest Zone, Doak was selected to represent the Midwest Zone on the management committee of the Interstate Insurance Product Regulation Commission (IIPRC).

The NAIC establishes standards and conducts peer reviews for insurance regulatory agencies across the nation.

The Fairly Group, based in Amarillo, Texas, named William (Bill) Creedon as chief executive officer of the Fairly Group and OccuNet. As CEO, he will oversee all facets of both companies.

Creedon formerly was head of Corporate Risk & Broking for North America at Willis Towers Watson.

Fairly Group advises clients across many business segments nationally and internationally, including a broad array of risk consulting specialties, insurance, and human capital and benefits. OccuNet is a multi-faceted medical bill negotiation firm whose offerings are focused on reducing medical costs.

Little Rock, Ark.-based Stephens Insurance LLC hired John Braniff Jr. and Jonathan Plumhoff in an expansion of its Houston office.

Braniff joins Stephens as executive vice president with expertise in worldwide catastrophic property placements specific to the private equity, real estate, restaurant and energy sectors. As a third-generation insurance professional, he most recently served as senior vice president in enterprise risk management and insurance services for USI Southwest.

Plumhoff will serve as executive vice president of the Benefits Group. Following in the footsteps of his father, Craig Plumhoff, Plumhoff has served as vice president of Benefits at USI, where he was the lead consultant. Plumhoff was previously a vice president at Plumhoff & Associates.

Stephens Insurance has offices in Fayetteville, Jonesboro, Dallas, Austin, Jackson and Houston.

David Shotts joined Dallas-based Ascend Insurance Brokerage as vice president.

Shotts’ expertise is in the security world and his focus at Ascend will be event security and staffing.

He formerly was vice president of risk management at USI.

Ascend specializes in insurance and risk management services for the entertainment industry.
