Floyd Named Director of Fiscal Services for Maryland Insurance Administration

Maryland Insurance Commissioner Kathleen A. Birrane named Linwood Floyd as director of fiscal services for the Maryland Insurance Administration (MIA).

Floyd comes to the MIA after more than 13 years with the Maryland Department of Transportation (MDOT), where he was most recently manager of performance management for Baltimore-Washington Thurgood Marshall International Airport and Martin State Airport. Earlier in his career, he worked for several private sector employers in various audit, financial and administrative positions.

Floyd will lead the 13-person fiscal services unit at MIA, which is primarily responsible for accounting, budgeting and procurement activities. The unit is responsible for ensuring compliance with all state and federal fiscal and procurement requirements.

The Maryland Insurance Administration is an independent state agency charged with regulating Maryland’s $28.5 billion insurance industry.

Mosaic Insurance Hires Hutchens to Transactional Liability Unit

Mergers and acquisitions tax specialist Jon Hutchens has joined Mosaic Insurance as the company builds out its U.S.-based transactional liability team to meet record demand in the sector.

Based in Virginia, Hutchens has been appointed as senior vice president and global head of tax within the company’s transactional liability unit. He will report to the unit’s global head, William Monat.

In this role, Hutchens will lead development of tax insurance underwriting, overseeing decisions on tax risks arising in North America, the U.K., Europe and Asia-Pacific.

Hutchens brings 14 years of experience as a tax lawyer to this role, most recently as a partner in Dentons US, based in New York City and Washington, D.C. His work has focused on cross-border transactions and structures, including mergers and acquisitions, restructuring and expansions, counseling issuers on the treatment of various financial instruments, as well as advising insurance underwriters on tax risks in connection with specialty policies.

Transactional liability coverage, including representations and warranties insurance (RWI), is core to Mosaic’s model. The global specialty insurer, which launched in February, began underwriting M&A products in mid-July and has been assembling a transactional team in the U.S., including senior underwriters and legal analysts.

The business is among the company’s six current product lines. Other units include cybersecurity, political risk, political violence, financial institutions and professional liability.

New Dawn Risk Appoints Strange as Head of Strategic Development

New Dawn Risk appointed Elizabeth Strange to the new role of head of strategic development within the firm. The role has been created as part of a global expansion, which has also seen the recent establishment of New Dawn Risk Europe Ltd.

New Dawn Risk has already built out teams in professional liability and financial lines, and within technology, media and cyber. The appointment of Strange as head of strategic development will enable the next stage of growth for the U.S. and international businesses and allow New Dawn Risk to further build strategic relationships with brokers on a global basis.

Strange has more than thirty years of experience in the Lloyd’s market, having previously held senior positions at Hiscox, Beazley and Paragon.
