N. Dak. Ins. Commissioner Issues Order Against Agent Following Fraud Convictions

December 9, 2002

North Dakota Insurance Commissioner Jim Poolman announced that his Department has issued a “Cease and Desist Order” against former Wimbledon insurance agent Duane Huber, following his recent conviction on 19 felony counts for defrauding the Federal Government out of approximately $14 million from farm benefit programs.

“Huber’s illegal conduct is appalling,” Poolman stated. “He violated the trust and confidence of people close to him, and we want to make sure that he is removed from the insurance business as soon as possible.”

The Department has begun administrative proceedings to permanently revoke Huber’s license, but issued the “Cease and Desist Order” to take effect immediately because there was some concern that Huber might continue doing business before he’s sentenced in February. “It’s safe to say, this is not the type of person who should be permitted to hold an insurance license in this State,” Poolman stressed.

He also indicated that his Department was conducting a separate investigation “into the practices of the other insurance agents involved in the farm program scandal.”
