A state task force on capital cybersecurity has submitted its recommendations to North Dakota Gov. Jack Dalrymple.
Topics in the report include improving monitoring and scanning of the state’s information technology network, finalizing a response plan to addressing cyberattacks and proposing legislation for cyber insurance, the Bismarck Tribune reported.
North Dakota Information Technology Department deputy chief information officer Dan Sipes said whether anything from the report is used by the incoming administration remains to be seen. Sipes said Governor-elect Doug Burgum should be good to work with on issues of cybersecurity because he is a former software company executive.
“With Gov. Burgum, he has a very good background,” Sipes said. “He’ll wrap his head around it pretty quickly. He obviously would understand the importance of it.”
Sipes said it’s encouraging to see that the agency leaders who have discussed the issue agreed on advancing the state as one entity rather than agencies attempting to take individual methods to protect data.
Additional staff and materials or a shift of resources may be required for the more proactive monitoring of the state’s network and the increased frequency of scans, Sipes said.
Legislation for agencies getting cyber insurance will most likely be discussed next session.
Sipes said that even with the tight budget for 2017-19 some areas can be implanted fairly easily by ITD, while others will need to be put on hold.
“This isn’t going away. We’re going to have to be vigilant,” Sipes said.
