Ark. Makes Changes to Producer Continuing Education Rule

In order to diminish some unintended effects from a previous rule, the Arkansas Insurance Commissioner Julie Benafield Bowman has adopted 2006 Emergency Rule 50, effective June 15, 2006.

Effective immediately, discontinue use of any earlier versions of Rule 50. Producers who must meet continuing education requirements currently are required to file their own CE and must submit a fee for each filing. Under Emergency Rule 50, CE providers will be filing the evidence of completion of the CE hours on behalf of the producer and a single filing fee of $10 will be billed and collected from the producer simultaneously with the other fees required to renew or continue licensure.

Producers will pay the CE filing fee simultaneously with the producer’s license renewal fee, which is due on or before producer’s birthday.

Rather than the producer submitting individual certificates of completion, the course provider will be required to submit a signed roster as verification of completion.

The License Division will accept mailed/e-mailed, faxed or hand-delivered CE certification forms or rosters.

The License Division will accept certifications for classes completed and these certifications will be valid for two years from the date of completion of the class.

As in the past, the renewal fee must be paid by the producer or a licensing bureau. One payment may be made to cover both the renewal fee and CE filing fee.
