Brown Named Texas Insurance Commissioner

Cassie Brown has been appointed Texas Commissioner of Insurance by Gov. Greg Abbott for a term that expires on Feb. 1, 2023.

Brown has served as Texas Commissioner of Workers’ Compensation since 2018, succeeding Ryan Brannan who left the head post at the Division of Workers’ Compensation in May 2018.

The insurance commissioner post has been unfilled for a year. Former Texas Insurance Commissioner Kent Sullivan resigned from the position in September 2020.

Brown has more than 20 years of public service experience. Prior to her appointment as DWC commissioner, she served as deputy commissioner for Regulatory Policy at the Texas Department of Insurance. In this role she oversaw the regulation of the forms, rates, and products that are sold in the Texas insurance market; oversaw the residual markets; assured the adequacy of insurers’ loss control programs; and provided education, inspections, and compliance activities related to the state’s windstorm market.

Brown also previously served as a key advisor to Gov. Rick Perry on policy and budget issues including insurance, health regulatory and workers’ compensation. In addition, Brown served in the administration of Gov. George W. Bush.

Brown received a Bachelor of Arts in Political Science from St. Edward’s University in Austin and attended the Governor’s Executive Development Program at The University of Texas LBJ School of Public Affairs.

With more than $182 billion of premiums, Texas is the nation’s second largest insurance market and the seventh largest in the world. The agency regulates approximately 2,800 companies and more than 700,000 agents and adjusters.
