Mississippi Issues Cease and Desist Order to Agency Accused of Misappropriating Premiums

Investigators from the Mississippi Insurance Department have issued a Cease and Desist Order to LaDonna Carlisle Lightsey and the Carlisle Agency, LLC operating in Waynesboro, Miss. Lightsey is a nonresident insurance producer and is also the owner/operator of the Carlisle Agency.

According to a statement from MID, it received complaints and significant documented evidence from insureds, insurance companies, and premium finance companies that Lightsey allegedly developed and pursued a scheme whereby premiums received from insureds and/or premium finance companies were not forwarded to the respective insurance companies, but were instead misappropriated or converted by Lightsey for her personal use in violation of Miss. Code Ann. § 83-17-71(1)(d).

As a result of the complaints and documented evidence, MID issued the Cease and Desist Order on Lightsey and the Carlisle Agency, LLC enjoining both from conducting the business of insurance in this state pending a final determination by Commissioner of Insurance Mike Chaney.

Pursuant to this Cease and Desist Order, Lightsey and/or the Carlisle Agency, LLC may not collect or receive premiums; may not write any new business; may not sell, solicit or negotiate the business of insurance; may not conduct or accept insurance business from an individual who is not licensed; and may not service any current existing business.

Anyone who had business with Lightsey should contact their insurance company regarding the payment of premiums or servicing of their policies.

The MID Investigations Division has worked with the Waynesboro Police Department on this investigation and as a result a warrant for Lightsey’s arrest has been issued by the City of Waynesboro for the felony crime of embezzlement.
