Kelso Accepts Resignations, Names Assistant Chief Deputy for CDI

Yesterday, Chuck Quackenbush filled out his last day as Insurance Commissioner of the State of California. Quackenbush signed his official letter of resignation on June 28 after months of accusations that he used millions of dollars from an earthquake fund established by his office to further his political career.

Quackenbush’s temporary replacement, Professor Clark Kelso, wasted no time beginning his hefty housecleaning task. Kelso’s first action in the Department was to accept the resignations of several of the CDI’s executive staff members: Chief Deputy Commissioner Michael Kelley, Deputy Commissioner/Chief Counsel Brian Soublet, Deputy Commissioner Jim Dong, Deputy Commissioner Steve Suchil, Deputy Commissioner Mark Lowder, and Deputy Commissioner David Langenbacher. Deputy Attorney General Steven J. Green assumed the position of acting chief counsel. On Friday, Deputy Commissioner Dan Edwards resigned, as well.

Kelso also announced the appointment of Elaine Bush, a 19-year veteran of state service, to Assistant Chief Deputy of Insurance. Bush previously served as Chief Deputy Director of the Department of Alcohol and Drug Programs.
