I’m amazed Mr. Hartwig does not distinguish between pre-FIRM and post-FIRM construction and the role the NFIP plays in regulating flood plain management.But as III is the public face of the insurance indusrty, I can understand why he would promote only market-driven solutions to coastal habitation.

A better title for the article would be, “The insurance industry is making a killing while the Climate Change Scientist are batting zero.”
