I currently own a P&C agency and have two locations. We mostly write standard auto policies but I do have a couple of preferred carriers. I have a friend and former co-worker who's interested in opening an additional office under my license, he would pay for the up front cost to get the office set up.
What I'd like some opinion on is how to set up the commission and broker fee split. Writing standard auto most of the income is going to come from broker fees. If any one's done this or has some good ideas I would really appreciate it.

Why does he need to do this under your license? Do you mean under your contract with the carriers? If he has an E&O or liability claim, who's responsible? I think there is a lot more to this than just commission/fee splits. Are you talking with an Attorney?

No it will be a branch of my agency, so yes it will be under my contract with the carriers, under my E&O.
