Vermont Captive Insurance Regulator Calls It Quits

A regulator who’s been a fixture in Vermont’s captive insurance industry for two decades is calling it quits.

Peter Raymond, director of captive insurance for the Vermont Department of Banking, Insurance, Securities and Health Care Administration (BISCHA), is leaving to take a job as contract examiner and consultant for the Florida Hurricane Catastrophe Fund.

He finishes July 16. He will be succeeded by Sandy Bigglestone, a 13-year veteran of the department.

Raymond’s is the second major departure from BISCHA. Last month, Commissioner Paulette Thabault resigned to take a position in the health insurance industry.
